Key Design Principles for Community Water and Sanitation Services Strategy for Rural Areas and Small Towns Overview: A generation of World Bank community water and sanitation projects has demonstrated that projects are moresustainable when they follow a demand responsive approach (DRA). Projects that do so allow beneficiaries to guidekey investment decision. Communities take responsibility to for service planning, making informed choices, providing financing and other contributions and, ultimately, service management. But the question remains how to design a project that is demand-responsive? What does the demand responsiveapproach look like in practice? And how does it help resolve a range of complex problems that arise in the field? The following outlines key design principles for community water and sanitation services. It specifies major issues tobe tackled and the recommended strategic response of Bank and project staff.
